Royal Decree No. 11/2017
On Defining the Competences of the Ministry of Commerce and Industry and Approving its Organizational Structure
We, Qaboos bin Said, Sultan of Oman,
- Having reviewed the Basic Law of the State issued by Royal Decree 101/96,
- And Royal Decree 102/2005 on defining the competences of the Ministry of Commerce and Industry and approving its organizational structure,
- And in the public interest,
We decree as follows:
Article One
The competences of the Ministry of Commerce and Industry shall be as set out in Annex (1) attached to this Decree.
Article Two
The organizational structure of the Ministry of Commerce and Industry shall be approved in accordance with Annex (2) attached to this Decree.
Article Three
Royal Decree No. 102/2005 referred to is hereby repealed, as well as any provision that contradicts or conflicts with this Decree.
Article Four
This Decree shall be published in the Official Gazette and shall come into force from the date of its issuance.

Annex (1)
Competences of the Ministry of Commerce and Industry
- Proposing policies and programs in the fields of commerce and industry to contribute to the development of Oman’s economy, and following up on their implementation after approval by the Council of Ministers.
- Regulating import and export procedures so as to ensure the availability of essential goods and products in local markets, their quality, and price stability.
- Collecting data and statistics, and conducting studies and research in support of development programs, raising productivity in commerce and industry, developing these sectors, and evaluating investment projects and industrial units.
- Acting to facilitate strategic investments in projects that contribute to the development of the national economy.
- Working to provide a favorable investment environment in the Sultanate, including facilitating and expediting the establishment of investment projects.
- Protecting intellectual property rights—including patents and innovations—in accordance with applicable laws and treaties, in coordination with competent authorities.
- Issuing necessary licenses for commercial and industrial activities, and other licenses falling under the Ministry’s competence according to laws and Royal Decrees, and coordinating with competent authorities whenever necessary.
- Registering enterprises, agencies, and commercial and industrial trademarks in accordance with the provisions of the law.
- Issuing licenses for establishing and operating fuel stations and warehouses for the sale of liquefied petroleum gas cylinders.
- Setting measurement standards and specifications for goods and products, conducting laboratory testing, and overseeing and controlling quality.
- Establishing the necessary rules and regulations to organize and strengthen the Sultanate’s relationship with the World Trade Organization and other Arab, regional, and international organizations.
- Working to develop and expand trade and industrial relations between the Sultanate and other countries and related international organizations, participating in regional and international trade conferences and exhibitions, and representing the Sultanate in forums related to the Ministry’s competences.
- Preparing draft laws related to the Ministry’s competences, applying them, following up on their implementation, and issuing the necessary executive decisions and regulations.
- Acting for the development of human resources within the Ministry.
- Exercising any other competence assigned to the Ministry under laws and Royal Decrees.
